03 SAFETY CONCEPT –
THE ROADMAP TO A STANDARDS-COMPLIANT MACHINE
The safety concept is a crucial step for planning protective measures that comply with applicable standards while supporting productivity. Based on the risk assessment, the required Performance Level (PLr) is determined for each hazard point, and a comprehensive safety concept is developed according to EN ISO 13849-1.
With Wieland as your partner, you benefit from expert knowledge that helps you efficiently plan safety measures without compromising your machine’s performance.

Goal:
Develop a detailed safety concept based on the risk assessment to safeguard hazard points in accordance with EN ISO 13849-1.
Description:
Following the risk assessment, a safety concept is created that forms the basis for the technical implementation of protective measures. The required Performance Level (PLr) is determined for each identified hazard. Based on this, specific risk reduction measures are defined – always with the goal of maintaining safety without sacrificing productivity.
- Designers/Engineers: Implement technical protective measures based on the safety concept.
- Safety Engineers: Evaluate performance levels and select appropriate safety measures.
- Operations/Production Managers: Ensure that safety measures are integrated in a way that supports productivity.
Target Audience:
⚙️ CHALLENGES & COMMON ISSUES
- Complexity in Defining the Required Performance Level (PLr):
Determining the necessary PLr for each hazard point requires a deep understanding of EN ISO 13849-1. Mistakes at this stage can lead to under- or over-engineered safety measures.
- Designing a Standards-Compliant Concept:
Developing a safety concept that includes both structural and technical protection elements in compliance with applicable standards is time-consuming and requires in-depth expertise. Many companies face uncertainties when selecting appropriate measures.
- Balancing Safety and Productivity:
Protective measures are often seen as obstacles to smooth production. The challenge is to design safety solutions that meet both regulatory requirements and operational efficiency needs.

YOUR ORIENTATION
IN THE CE PROCESS
You are currently at Step 03: Safety Concept.
Building on the risk assessment, this is the crucial step for planning protective measures that meet normative requirements while also supporting the productivity of your machine.
To keep an overview of the entire CE process, you’ll find the summary here:

01 Research
Identify all applicable standards, directives, and legal requirements for your machine type – the foundation for a legally secure and smooth CE process.

02 Risk Assessment
Evaluate all potential hazards throughout the machine’s lifecycle according to EN ISO 12100 and lay the groundwork for a sound safety concept.

04 Safety Engineering
Bring your safety concept to life with well-designed technology and develop standards-compliant safety software – for a safe and productive machine.

03 Safety Concept
Derive specific protective measures based on the risk assessment – compliant with EN ISO 13849-1 and tailored to your operational needs.

05 Verification
Verify the implementation of protective measures in line with EN ISO 13849-1 – especially with regard to the required performance level.

07 Documentation
Ensure that all records – from risk assessment to validation – are complete, consistent, and CE-compliant.

09 Inspection
Conduct regular inspections to ensure the functionality of your safety measures throughout the machine’s entire lifecycle.

06 Validation
Test directly on the machine whether all technical safety measures function reliably and meet the specified requirements.

08 Evaluation & Final Report
Compile and confirm all relevant evidence in a final report – forming the basis for the Declaration of Conformity.
